WHAT DOES DOME CLEANING MEAN?

See pictures two and 3. I am now preparing to refinish the deck all over again this summertime. See Picture four of current problem. The blotchy appear has fairly dissipated as a consequence of weathering from snow/rain (I reside in northern Illinois). What did I do Erroneous previous 12 months?
